Inaugural Speech of Pres. Benigno S. Aquino III
His Excellency Jose Ramos Horta, Former President Fidel V. Ramos, Former President Joseph Estrada, Senate President Juan Ponce Enrile and members of the Senate, House Speaker Prospero Nograles and members of the House, justices of the Supreme Court, members of the foreign delegations,Your Excellencies of the diplomatic corps, fellow colleagues in government, aking mga kababayan.
My presence here today is proof that you are my true strength. I never expected that I will be here taking my oath of office before you, as your president. I never imagined that I would be tasked with continuing the mission of my parents. I never entertained the ambition to be the symbol of hope, and to inherit the problems of our nation.
I had a simple goal in life: to be true to my parents and our country as an honorable son, a caring brother, and a good citizen.
My father offered his life so our democracy could live. My mother devoted her life to nurturing that democracy. I will dedicate my life to making our democracy reach its fullest potential: that of ensuring equality for all. My family has sacrificed much and I am willing to do this again if necessary.
Although I was born to famous parents, I know and feel the problems of ordinary citizens. We all know what it is like to have a government that plays deaf and dumb. We know what it is like to be denied justice, to be ignored by those in whom we placed our trust and tasked to become our advocates.
Have you ever been ignored by the very government you helped put in power? I have. Have you had to endure being rudely shoved aside by the siren-blaring escorts of those who love to display their position and power over you? I have, too. Have you experienced exasperation and anger at a government that instead of serving you, needs to be endured by you? So have I.
I am like you. Many of our countrymen have already voted with their feet - migrating to other countries in search of change or tranquility. They have endured hardship, risked their lives because they believe that compared to their current state here, there is more hope for them in another country, no matter how bleak it may be. In moments when I thought of only my own welfare, I also wondered - is it possible that I can find the peace and quiet that I crave in another country? Is our government beyond redemption? Has it been written that the Filipino’s lot is merely to suffer?
Today marks the end of a regime indifferent to the appeals of the people. It is not Noynoy who found a way. You are the reason why the silent suffering of the nation is about to end. This is the beginning of my burden, but if many of us will bear the cross we will lift it, no matter how heavy it is.
Through good governance in the coming years, we will lessen our problems. The destiny of the Filipino will return to its rightful place, and as each year passes, the Filipino’s problems will continue to lessen with the assurance of progress in their lives.
We are here to serve and not to lord over you. The mandate given to me was one of change. I accept your marching orders to transform our government from one that is self-serving to one that works for the welfare of the nation.
This mandate is the social contract that we agreed upon. It is the promise I made during the campaign, which you accepted on election day.
During the campaign we said, “If no one is corrupt, no one will be poor.” That is no mere slogan for posters -- it
is the defining principle that will serve as the foundation of our administration.
Our foremost duty is to lift the nation from poverty through honest and effective governance.
The first step is to have leaders who are ethical, honest, and true public servants. I will set the example. I will strive to be a good model. I will not break the trust you have placed in me. I will ensure that this, too, will be the advocacy of my Cabinet and those who will join our government.
I do not believe that all of those who serve in our government are corrupt. In truth, the majority of them are honest. They joined government to serve and do good. Starting today, they will have the opportunity to show that they have what it takes. I am counting on them to help fight corruption within the bureaucracy.
To those who have been put in positions by unlawful means, this is my warning: we will begin earning back the trust of our people by reviewing midnight appointments. Let this serve as a warning to those who intend to continue the crooked ways that have become the norm for too long.
To our impoverished countrymen, starting today, your government will be your champion.
We will not disregard the needs of our students. We will begin by addressing the glaring shortage in classrooms and educational facilities.
Gradually, we will lessen the lack of infrastructures for transportation, tourism and trade. From now on, mediocre work will not be good enough when it comes to roads, bridges, and buildings because we will hold contractors responsible for maintaining their projects in good condition.
We will revive the emergency employment
program established by former President Corazon Aquino. This will provide jobs for local communities and will help in the development of their and our economy.
We will not be the cause of your suffering or hardship. We will strengthen collections by the Bureau of Internal Revenue and we will fight corruption in the Bureau of Customs in order to fund our objectives for the public welfare, such as:
· Quality education, including vocational education, so that those who choose not to attend college or those who cannot afford it can find dignified livelihood;
· Improved public health services such as PhilHealth for all within three years;
· A home for every family, within safe communities.
We will strengthen the armed forces and the police, not to serve the interests of those who want to wield power with impunity, but to give added protection for ordinary folk. The armed forces and the police risk their lives daily so that the nation can live in peace and security. The population has doubled and yet their numbers remain unchanged. It is not right that those who make sacrifices are treated pitifully.
If there was a fertilizer scam in the past, today there will be security for farmers. We will help them with irrigation, extension services, and marketing their products at the best possible prices.
We are directing Secretary Alcala to set up trading centers that will directly link farmers and consumers thereby eliminating middlemen and opportunities for corruption. In this way, funds can be shared by farmers and consumers. We will make our country attractive to investors. We will cut red tape dramatically and implement stable economic policies. We will level the playing field for investors and make government an enabler, not a hindrance to business. This is the only means by which we can provide jobs for our people.
Our goal is to create jobs at home so that there will be no need to look for employment abroad. However, as we work towards that end, I am ordering the DFA, POEA, OWWA, and other relevant agencies to be even more responsive to the needs and welfare of our overseas Filipino workers.
We will strengthen the process of consultation and feedback. We will strive to uphold the constitutional right of citizens to information on matters of public concern.
We relived the spirit of people power during the campaign. Let it take us to good and effective governance. Those who believe in people power put the welfare of others before their own.
I can forgive those who did me wrong but I have no right to forgive those who abused our people.
To those who talk about reconciliation, if they mean that they would like us to simply forget about the wrongs that they have committed in the past, we have this to say: there can be no reconciliation without justice. When we allow crimes to go unpunished, we give consent to their occurring over and over again. Secretary de Lima, you have your marching orders. Begin the process of providing true and complete justice for all.
We are also happy to inform you the acceptance of Chief Justice Hilario Davide of the challenge of strengthening and heading a Truth Commission that will shed light on many unanswered issues that continue to haunt our country.
My government will be sincere in dealing with all the peoples of Mindanao. We are committed to a peaceful and just settlement of conflict, inclusive of the interests of all -- may they be Lumads, Bangsamoro or Christian.
We shalI defeat the enemy by wielding the tools of justice, social reform, and equitable governance leading to a better life. With proper governance life will improve for all. When we are all living well, who will want to go back to living under oppression?
If I have all of you by my side, we will be able to build a nation in which there will be equality of opportunity, because each of us fulfilled our duties and responsibilities equally.
After the elections, you proved that it is the people who wield power in this country.
This is what democracy means. It is the foundation of our unity. We campaigned for change. Because of this, the Filipino stands tall once more. We are all part of a nation that can begin to dream again.
To our friends and neighbors around the world, we are ready to take our place as a reliable member of the community of nations, a nation serious about its commitments and which harmonizes its national interests with its international responsibilities.
We will be a predictable and consistent place for investment
, a nation where everyone will say, “it all works.”
Today, I am inviting you to pledge to yourselves and to our people. No one shall be left behind.
No more junkets, no more senseless spending. No more turning back on pledges made during the campaign, whether today or in the coming challenges that will confront us over the next six years. No more influence-peddling, no more patronage politics, no more stealing. No more sirens, no more short cuts, no more bribes. It is time for us to work together once more.
We are here today because we stood together and believed in hope. We had no resources to campaign other than our common faith in the inherent goodness of the Filipino.
The people who are behind us dared to dream. Today, the dream starts to become a reality. To those among you who are still undecided about sharing the common burden I have only one question: Are you going to quit now that we have won?
You are the boss so I cannot ignore your orders. We will design and implement an interaction and feedback mechanism that can effectively respond to your needs and aspirations.
You are the ones who brought me here - our volunteers - old, young, celebrity, ordinary folks who went around the country to campaign for change; my household help who provided for all my personal needs; my family, friends, colleagues at work, who shared, cared, and gave their support; my lawyers who stayed all hours to guard my votes and make sure they were counted; and the millions of Filipinos who prevailed, kept faith, and never lost hope - I offer my heartfelt gratitude.
I will not be able to face my parents and you who have brought me here if do not fulfill the promises I made.
My parents sought nothing less, died for nothing less, than democracy and peace. I am blessed by this legacy. I shall carry the torch forward.
My hope is that when I leave office, everyone can say that we have traveled far on the right path, and that we are able to bequeath a better future to the next generation. Join me in continuing this fight for change.

On Dynasties
Our present Constitution actually provides a prohibition against political dynasties. However, it leaves to Congress the responsibility for enacting an implementing law and define how the prohibition could be made effective. Any person with some intelligence knows that Congress will never do that. That will be political suicide for the members of Congress who belong to the same political dynasties that the Constitution seeks to prohibit.
That leaves us - the voters - to make that Constitutional provision effective. How we do it is through one and only one thing - vote those dynasties out of office.
We missed that opportunity in the last elections as we did in elections past. I suspect we will continue to miss future opportunities because we will continue to vote for people who pay us and who give us political favors.
The question now is - do we, as a people, have the fortitude to make the right decision and the strength of character to stick to that decision?
I suspect not. The state of our economy, where people are in constant need to rely on government and politicians to survive, and the political structure of our society, which are intended to protect the very same dynasties we seek to eliminate, will detract, nay prevent, most of us from doing what is right.
At this point, I believe it will take a political "tsunami" to get us to where we want to be politically. The alternative is a long, laborious and resource-depleting effort of education of the masses. And that opens up a host of other problems that take us away farther and farther from our original objective of eliminating political dynasties.

Sorsogon 2010 election winners
Sorsogon 2010 election winners proclaimed by BA Recebido LGUs back to business as usual Sorsogon Province (17 May) -- Following the rush last week due to the Philippines' first ever national and local automated polls and the proclamation of winning candidates, local government units (LGUs) across the province are back to business as usual. "We thank those who pushed the country's automated election, the counting and canvassing done manually in the past stretching the proclamation process for week were now reduced to 24 to 48-hr period," the Boards of Election Inspectors and Canvassers here stated. It can be noted that the Provincial Comelec here on Wednesday afternoon (May 12), proclaimed Raul Lee (Lakas-Kampi-CMD), ex-governor and husband of incumbent governor, as the winning governor garnering a landslide victory of 160,251 votes as against Jose Solis (Kampi) who only got 60,830 votes. Former Vice-Governor Antonio "Kruni" Escudero (Independent) succeeded his comeback bid as vice-governor by winning 115,946 votes as against his four opponents. For the 1st district congressional seat, Jose Edwin Hamor (NP) who got 63,287 votes loses to incumbent Congressman Salvador Escudero III (NPC) who got 89,512 votes. Incumbent Gubat Mayor Deogracias Ramos, Jr. (LP) topped the congressional seat in the second district edging a slim margin against Ricardo Golpeo (NPC), his closest opponent. The province of Sorsogon has 397,419 total registered voters in 692 clustered precincts. Of the total number of registered voters, 323,191 have actually voted. Meanwhile, Irosin town was the first to proclaim their winning candidates on May 11, 7:36 A.M., while Donsol town was the last to proclaim on the afternoon of May 12. In Sorsogon City, Leovic Dioneda (LP) holds on to his post as the city mayor by winning a gap of 11,037 votes against his lone opponent, incumbent City Vice-Mayor Edmundo Atutubo (Kampi). Robert Rodrigueza (Lakas-Kampi-CMD), son of incumbent governor Sally Lee and governor-elect Raul Lee won a big margin as Sorsogon City vice-mayor against his lone opponent incumbent city councilor Roel Sta. Ana. The following municipal mayors were also proclaimed winners in their respective towns, Barcelona - current provincial administrator Atty. Manuel Fortes, Jr. (LP); Bulan - incumbent Mayor Helen Rose de Castro (Lakas-Kampi-CMD; Bulusan - Michael Guysayko (NP), son of incumbent Bulusan Mayor and League of Municipalities Sorsogon chapter president Juan Guysayko who did not make it in the second district congressional race; Castilla - incumbent Mayor Olive Bermillo (LP); Casiguran - incumbent Mayor Ester Hamor (NP); Donsol - incumbent Mayor Jerome Alcantara (LP); Gubat - 29 yr-old Ronnel Lim (NP); Irosin - Eduardo Ong (PDP-Laban); Juban - Jimmy Fragata (Lakas-Kampi-CMD) and husband of three-termer and incumbent Mayor Tess Fragata; Magallanes - former mayor of the same town Roque Carranza (Lakas-Kampi-CMD); Matnog - former Matnog mayor Emilio Ubaldo (Kampi); Pilar - incumbent Mayor Dennis Sy-Reyes (NPC); and, Prieto Diaz -incumbent Provincial Board Member Jocelyn Lelis (Lakas-Kampi-CMD). Meanwhile, both the defeated and proclaimed winners vowed to set aside politics after the election and start to work on genuine public service to help make Sorsogon move forward. THE 150-MEGAWATT (MW) BACON-Manito geothermal facility in Manito, Albay, and Sorsogon City, Sorsogon, has attracted four bidders.
According to the Power Sector Assets and Liabilities Management Corp., the government agency in charge of privatizing the power plants of National Power Corp., these four bidders attended Tuesday’s pre-bid conference to clarify certain provisions of the bidding procedures.
Comments raised during the pre-bid conference, however, would not change the bidding procedures for the geothermal facilities, unless PSALM issues a supplemental bid bulletin citing any change, PSALM asset valuation and disposal department manager Ricardo Empleo said in a statement.
All four bidders that participated in the pre-bid conference had complied with PSALM’s initial requirements, including the submission of a letter of interest as well as payment of a non-refundable fee of $2,000.
They likewise executed a confidentiality agreement with PSALM before the March 29 deadline.
Because of this confidentiality agreement, PSALM could not disclose the names of the four bidders, although Aboitiz Power Corp. and the Lopez group’s Energy Development Corp. were said to be among those interested in the geothermal plants.
Deadline for the submission of final bids is scheduled for May 5.
The Bac-Man I geothermal plant is composed of two 55-MW turbines, both commissioned in 1993.
The Bac-Man II plant, on the other hand, is composed of the Cawayan and Botong units, each rated at 20 MW.
The Cawayan unit started commercial operation in 1994, while the Botong unit was commissioned in 1998.
The geothermal steam that fuels the plants’ turbines comes from EDC, the largest geothermal energy producer in the country.

Now that he is again the powerful Mayor of Sorsogon City, again nagkakalat na naman ng lahi.
Does immorality brings good governance?
I consider Bacon a victim of exploitation of Mayor Dioneda during his 3 terms as Mayor.
Bacon was stripped of its historical and cultural glory as a municipality because of his political ambition.
The vast forested mountains of Bacon where Narra tree once grows abundantly has been cut down because of his personal gain.
Sabi ng mga taga Bacon noon pag tumakbo at nag siren an ambulance, tiyak yon may karga na narra flitches.
Or if Narra logs are being transported by trucks, seated infront beside the driver is either of his brothers, Entong or Paeng. So no Policeman dared to apprehend it.
Brod El Muralla what accomplishment then did Mayor Dioneda has done to the former glorious Bacon.
Least to say, if Bacon was not merged to Sorsogon City, don't you know the vast natural resources of Bacon that will help in the development of the municipality, sana?
The marbles and coal deposit at Gatbo, the BACMAN geothermal plant, the airport, the Banao port, the white beaches from San Juan to Sawanga, the large rice and coconut plantations.
See? To those who love Bacon, let us gather and united to find ways to bring back BACON to its former entity and distinction as a municipality.
It can be, like Daraga from Legaspi. All we need is someone who will author a Bill for its separation from Sorsogon City.
Por delicadeza, Leovic Dioneda will not do it nor any of his avid supporters like Maning Eco, Lorna Figueroa, etc.
Bacon was a precious jewel which was robbed from our possession. Kahit na anong kagandahan ang sasabihin natin patungkol sa Bacon, there is always apprehension in our minds.
Are we not promoting Sorsogon City in general? Think about it, New Yorker and foreign based Bacongnons (Asia, Middle East and Europe, sa Dubai marami tayong Bacongnon!)

Raul Lee who is running for Governor and his son Bobet Lee who is running for Vice Mayor of Sorsogon City have now merged with Leovic Dioneda camp.
Dioneda who is campaigning for his reelection as Mayor of Sorsogon City had officially made Bobet his running mate.
The above political strategy was made to defeat the opponents for the governorship Solis and Cherry Diaz, and Ramon Guillermo, an independent candidate for provincial governor and Ed Atutubo for the mayorship.
It must also be mentioned that Leovic's son is also running for provincial board member.

2. A poll watchdog the Consortium for Electoral Reforms(CER) identified Sorsogon as one of 8 provinces to be "hot spots" which can be used to manipulate results on Election Day through violence. Also identified as hot spots are Masbate, Quezon, Mindoro Oriental, Mindoro Occidental, Davao City and Compostela Valley.
3.In Sorsogon, it appears that the political dynasties of the Lees and Escuderos are the main political players. Governor Raul is running for governor to replace wife Sally Lee the incumbent governor. Their son Bobet Lee is running independent for vicemayor of Sorsogon City. Incumbent Sorsogon City Mayor Dioneda is allied to the Escuderos.
4. Many Filipinos believe that the failure of the country's first nationwide automated elections on May 10, 2010 will trigger a powerful revolution, a latest survey of the Social Weather Station(SWS) a private, independent, non-partisan company.
This reporter also believes that the election failure will certainly create a great political and economic instability to the country and that the rural area voters who are not very high tech literate and without higher education are vulnerable to political manipulations and fraud.

The Manila Mail published in San Francisco, California and claiming to be Northern California's largest Filipino American newspaper in circulation published the latest presidential survey that Liberal standard bearer Sen. Benigno Aquino III(37%) has widened his lead over Nacionalista Party candidate Sen. Manuel Villar(28%). The Manila Mail (Mar.31-April 6, 2010 issue) also published other 4 favorable stories and a big, colored picture of Aquino but a very small one about Villar.
6. MIscellany: Rebellion charges against the powerful Ampatuans were dismissed but are still facing multiple charges in connection with the massacre of 57 people in Maguindanao last Nov.23, 2009.
Presidential candidate Noynoy Aquino is a bachelor with a (girl) fiancee. He is addicted to smoking.
There are 1,083 Filipinos in Russia, one Filipina was slightly hurt in the recent Moscow subway station blast which killed 37 people.
The families of former president/dictator Ferdinand Marcos(disgracefully kicked out of office) are all running for office and winning too.
Disgraced former President Joseph Estrada jailed for corruption is again running for president with significant supporters and followers.
Estrada's son is a Senator.
Unpopular President Gloria M.Arroyo is running for congress with the intention to be the next House Speaker. Pres.GMA and her relatives in both Macapagal and Arroyo families who are also running in various offices in Pampanga are expected to win.

What if there is a failure of elections?
Two senators-to-be talked about electoral reforms at last Monday’s Kapihan sa Manila. Aquilino “Koko” Pimentel III is winning his poll protest against Sen. Migz Zubiri, and Grace Poe, daughter of the late unproclaimed president of the Philippines, Fernando Poe Jr., is being drafted as senatorial candidate in the ticket of the movie king’s bosom friend, Joseph Estrada.
As a victim of election cheating, Koko wants to introduce in the Senate bills that would make it difficult for cheaters and make it easier to seek redress for victims of cheating. “It is very expensive and difficult to pursue an election protest,” said Koko. “Your rival can delay the proceedings, and that adds to the cost. Meanwhile, he collects all the salaries and allowances and pork barrel that rightfully belongs to you. And then when you are finally proclaimed the winner, only a few days of the term are left. That works in favor of the cheaters and encourages more cheating.”
“Why not file a bill,” I suggested, “that would freeze all the emoluments, including the pork barrel, of an official against whom a charge of election fraud has been filed that is found meritorious after a preliminary investigation? Whoever is finally declared the winner gets the frozen account. That should discourage cheating. Why would anybody cheat when he cannot collect the fruits of his cheating?”
“I didn’t think of that,” Koko replied. “Yes, I’ll do that.”
“Right now,” I continued, “even if a cheated candidate finally wins in the end, it is an empty victory. Only a few days of the term are left to him and the cheater has already collected almost all of the money that belongs to the winner. The winner is left holding an empty bag. There was one winning candidate who was sworn into the House of Representatives on the last day of the term. The cheater was seen laughing during the oath-taking.”
“There is no crime and punishment in election fraud,” somebody said. “The cheater always wins, no matter who is declared winner.”
“Would you still have any of your senatorial term left when you are proclaimed?” I joked. “Half of the term is gone already.”
“There are still three years left,” Koko replied.
“But it is so easy to delay cases because of the very slow wheels of justice in the Philippines. Shouldn’t electoral tribunals work every day to speed up cases?”
“Dapat. I will work on that,” Koko said. “But the more scary part are the poll syndicates in the Comelec itself. Syndicates operate in some parts of Mindanao and inside the Comelec main office itself. It is not enough that the commissioners themselves are honest. It is their subordinates who are members of the syndicates.”
“Will automation prevent or minimize cheating?”
“Nobody knows for sure. Even the Comelec itself is not sure.”
“In fact, we are not sure if the Comelec knows what it is doing. There are people who have expressed fears that there could be a failure of elections next year. What do you think of that?”
“That is a very real danger,” Koko said. “A lot of things can go wrong.”
“For instance?”
“The battery that powers the voting machine is good only for 12 hours,” Koko explained. “The original plan was for the voters to shade the ballots by hand and then the ballots are later counted by the voting machine. But then the Comelec changed the rules. Now the voter himself will insert his ballot into the voting machine. That extends the working time of the machine. Worse, the Comelec extended the voting time, from 8 a.m. to 8 p.m. That’s 12 hours. The battery would be empty by 8 p.m. What if there are still voters in the precinct who have not voted?”
“What would happen if there is a failure of elections?”
“The terms of all elected officials end on June 30, 2010. By that time, the newly elected officials should have been proclaimed. But what if they have not yet been proclaimed? What if no president has been proclaimed? Then we have a constitutional crisis.”
“What is the line of succession?”
“After the President, the Vice President takes over, then the Senate President, and then the Speaker. But their terms would all end at the same time, and if no replacements have been proclaimed by then, the positions would be vacant.”
“How about the Chief Justice?”
“The 1987 Constitution does not put him in the line of succession.”
“How about the Senate President?”
“The term of Senate President Juan Ponce Enrile also ends in June. So there is no Senate President.”
“The remaining senators can elect a new Senate President.”
“But there are only 12 holdover senators and the Constitution provides that the Senate President be elected with at least 13 votes.”
“So shouldn’t the senators elect a new Senate President before the present Congress adjourns?” I asked. “Then we will have a holdover Senate President who can be acting President in case of a failure of elections. Pwede ba ’yon?”
“I am sure there would be some who would question that, but we should do that to prevent a constitutional crisis. JPE can resign as Senate President before Congress
adjourns so a new Senate President can be elected. That Senate President will be the acting President of the Philippines in case there is a failure of elections.”

Let me now go to the graceful Grace Poe.
She has been largely an unknown quantity in the past in spite of the popularity of her father. But at the Kapihan she showed that she is very intelligent and is well-versed in politics and government. Her bio-data also shows that she was a consistent scholar from elementary school to college, graduating as either valedictorian or salutatorian of her class. When the Nazi Buchenwald concentration camp was being liberated on April 11, 1945, 18-year-old Feodor Mikhailichenko, a Russian, shielded 8-year-old Israel Meir Lau, nick named Lulek, from German gunfire. He stole and cooked potatoes for this very young lad, and knitted him wool earmuffs to protect him from the bone-penetrating cold. The Russian looked after him daily like a father, and was befittingly proclaimed hero by the boy.
We all know the tragedy of that period, and plainly, of evil dreams’ devastating claws. They can consume a family, a group, a community, a country.
Not straying farther from home, Efren Penaflorida, a new, modern-time hero has responded to the circumstances of his period, scrutinizing, feeling, and grappling with the challenges of a familiar, yet, abhorrent environment, though instrumental in tapping his humanitarian and creative skills for the sake of many.
Filipino history books cite quite a number of heroes. To have so many, speaks of the depth of oppression, and of how much normalcy and decency have eluded the daily life of a nation. Our heroes depict the conditions of their time, conditions that prompted brave tirades and clenched fists aching in hopelessness and yearning for justice, whilst most citizenry recoiled in fear, whilst laughter escaped victimized homes, whilst reforms seemed far-fetched, and whilst human intellect and emotions could no longer endure. Dilemmas replaced peaceful minds; persecution invited sacrifices instead of submission. What dire circumstances!
Heroes need not only be for the multitude, though certainly for posterity. Most of us can name a personal hero, one unknown to others, but to us, it is the blood that flows in our veins. And there are unnamed heroes whose souls were never trumpeted, nonetheless, as important, worthy of respect and praise. From them, surely: a moment saved, an adversity avoided, a struggle ended and hope renewed.
In the better known version of heroism, while not unexpectedly because of the number of beneficiaries involved, the hero’s choices entail hard work and commitment. Imperatively, there is character. His options have roots originating from situations that deteriorated over time. Ignorance, profligacy, protean coalition of ideas compromising egalitarian ethos, selfish ambitions, poor governance, crime, and many more human weaknesses are triggers for either good or more evil to arise. We rejoice at the good that springs; but, this needs facilitators, and to the fullest extent, heroes. But why does man push things too far or neglect responsibilities that a hero should come to the rescue? Why not aim for the best so that if things do not go a hundred per cent, the degree of failure is not penetratingly disastrous. Why not prefer and mold an environment where most, if not all, can live in peace and be happy. Why not at least work sincerely and with dignity towards it. It is not impossible. Happy is the land where no heroes travail.

What is Sandataan?

This is the Sandataan of more than two decades ago when from its inception in 1934, it evolved from a tradition to an institution with primary objectives of promoting the Bicol culture, unity & harmony among Bacongnons and the Bicolanos, render assistance & support to all socio-economic, civic & religious activities and projects that uplift Bacon.

The Light of Other Days
Sandataan was organized before WWII primarily for social purpose among Bacongnons in Manila so they can see eachother every year in a very pleasant setting. Alumni Homecoming was also organized I think in early 1990's for the same reason. There was no political, religious or civic motivations. It was purely social. Anyone please correct me if I am wrong.

Actually, the Sandataan started way before WWII in Bacon, when Bacon was one of the leading towns in Sorsogon. The Sandataan was the event of the year attended by many from as far as Legazpi City, Bulan and Irosin. I can still remember that this was still the event to attend up to the early to mid 1950s.As far as I can gather, the Manila Sandataan was formed to replicate the Bacon celebration by those Bacongnons in Manila who could not go home to attend the Bacon event. This was a really good way to remember and re-live the hallowed event of the hometown.But wherever the Sandataan is held, it would and should always reflect the best that Bacongnons are capable of.

If remember correctly, the Maisog na Sandataan was held in Bacon for purely social reasons. All they wanted to do was to have fun and meet the New Year. In fact, there were no elections then. The 4 officers (President, Vice President, Secretary & Treasurer) would be wearing hats or crowns during the Sandataan Ball and whoever they put the hat or crown on will be the next person in that position. But it became one of the top events to go to in the whole province of Sorsogon. People from almost all the towns of Sorsogon and some from Albay made it a point to attend the Sandataan Ball in Bacon.

The Sandataan logo as it is now evolved from a Salakot with Machete but was redesigned to the present because of the adverse connotation the former signified.
Ramon Alcazar Dellosa is credited with the present logo design that was first used when the association was incorporated in 1981.

Yes, the Sandataan still lives on. We, the present set of officers continue to carry on this tradition. This, somewhat became a commitment that we will share through generations. This tradition will never die. Come what may, we make it a point to celebrate its yearly activity every December 30th. Because we felt that Bacon is still Bacon, the glorious Bacon!
The welcome arch at the boundary of Bacon and Sorsogon at Gabao, which was damaged by typhoon (Milenyo) which the local government has done nothing to restore it.
A public library located at the back of the former Municipal building is another project. It is now being used as a learning center by out of school youth under the program of the Department of Education. This year it was awarded First Prize as a functioning learning center in the Regional Level.
The Manila Sandataan, the Barangay Council of Bacon District and the DepEd (Non-Formal Education) joined efforts for this achievement. In our little resources, we continue donating old books and other reading materials to the library to make it functional.
Last August 17, 2008, the Metro Manila officers conducted a medical mission at Barangay San Roque, Bacon District in coordination with the Barangay council. Likewise, medicines were also donated to the Barangay of San Juan which was received by the Brgy Chairman.
Sandataan wil live on. Though Bacon municpality was lost but never its tradition.

I am very happy that the Sandataan has embark on more civic and charitable projects. There are so many projects that could still be tackled to help the impoverished, but I am glad that efforts are in the way. Things have to start somewhere.

Response to comments
Hindi si CHIZ Escudero ang major proponent ng pagiging distrito ng Bacon. Si Mayor Leovic Dioneda ang may pakana na maging distrito ng Sorsogon City ang Bacon. Ng malapit nang matapos ang 3rd term ni Dioneda noon as Mayor ng Bacon yan ang naisip nyang paraan para patuloy ang "playboy" upsss...political career nya. Si Chiz, bilang Congressman noon ang siyang nagtulak ng batas para maging city ang Sorsogon kasama ang Bacon. To cut it short, sa maruming sistema ni Dioneda sa pulitika na pwersa nya ang BAcongnon na manalo sa plebisito ang YES to citihood ng Sorsogon kasama nga ang Bacon. Money,guns and harassment ang ginawa ni Dioneda, natakot ang mga taga Bacon at nanalo ang Yes vote. Unfortunately, ng magkandidato si Dioneda as mayor noon sa first citihood ng Sorsogon natalo siya ni Mayor Sally Lee. Sabi ngani sa BAcon, balik sa pag uway si Dioneda. Kan dai sa pwesto, siring sa dati, kun haen may gadan, yaon siya. Kun haen may fiestahan, yaon siya. pahiling (kuno)sa tawo na mahal ang mga BAcongnon. Otro election, binuligan na naman kan mga Escudero na makakandidato bilang Mayor. Nanalo. Balik sa dating gawi. Sabi sa Bacon, dakul na naman an narawrawan na mga babaye sa Sorsogon. Sa Bacon mas maraming inpormasyon ang makukuha natin pag nakinig ka o namamalengke sa palengke ng Bacon. Pulitika man o ekonomiya. Bacon News Report
2. There are 3 often talked about potential mayoral candidates in Sorsogon City. They are the incumbent Mayor Leovic Dioneda, incumbent Vice Mayor Edmund Atutubo and Bobet Lee, son of Gov. Raul Lee and Sally Lee. However, Dioneda and Lee have the most money to spend on this return political bout of the 2 candidates. Both are supported by political giants nationally and locally. Sorsoganons are expecting a titanic battle of 2 opposing parties and their supporters figuratively and possibly literally. Hopefully, no blodshed will flow in the extreme heat of the contest.
3. The 2-story Public Market in Sorsogon City is already completed, while the bridge in Bacon going to barrio San Juan is still being repaired. Bacongnons are saying that the bridge repair is motivated by the nearing election.
There is still no budget for the repair of the Bacon Public Market which is too cramp, leaking and extremely old.
4. The Catholic Cemetery in Bacon is fast running out of burial space. Almost every space has now been taken. The church is planning to buy the adjacent private land beside the civil cemetery owned by the family of the late Luis Duka. There is an undergoing negotiation with the family.
There is a seeming phenomenon in Bacon with regard to the daily dead Bacongnon which require a burial lot.
People are saying that the often occurences of death are a result of extreme poverty, lack of food and medical negligence. Some said the deaths are now proportionate to the increasing population in Bacon???
5. A seminarian in Sorsogon Carlo Ebrada, presently studying in the Divine Mercy School is so much in need of a kind benefactor to financially assist him in his goal to become a priest. Carlo, a struggling young man from Banao, Bacon is very poor but very passionate in his desire to complete his noble goal to be a priest. He is wellknown among his former teachers, friends and school principals ( Mr. Amado Manduriao, Jr.among them) in his elementary years as compassionate, highly intelligent, who received a lot of scholastic awards and with a natural leadership talent. Carlo, has a bright future if only someone generous will extend a financial hand. You will be proud of him someday.
